Terra Magicus is a sorcery in Elden Ring that creates an area on the ground. It boosts the magic damage of the sorceries you cast while in this area. And comet Azur as we already know is one of the most broken sorceries in this game.

Anyway Radagon's icon gives an equivalent of 30 Dex for the purpose of casting speed which equals about 8-10% casting speed boost, or something along those lines if you have the base Dexterity. I personally always use a Talisman slot for it , though I know some people prefer using Azur's staff instead.
