The lead holds everything together. If the lead breaks - you lose the fish. Pure lead is also more dense then alloy. You would be amazed if you took a small scale and weighed various 8 oz sinkers. A third coat wouldn't hurt, and by now, you should be at least to factory thickness. Fill a pump spray bottle with PVA mold release and mist the entire job, and leave it for 8 hours. The VA Marine Police don't have jurisdiction outside of the 3 mile limit, and it's not in their best interest politically or economically to clamp down too hard on winter striper fishery because that's the region's bread and butter at this time of year.
